The DOE Phase 0 Program is a competitive, high technology program to address the DOE’s specific R&D interests outlined in detail in the
Phase I Release 1 Topic Document

Before applying, please read the topics and subtopics as well as the references that the DOE provides at the end of each topic description.  Know the state-of-the-art in the technology area of your choice and why your idea can advance the state-of-the-art.  Be aware that only meritorious applications are funded.

Assistance Program

Before applying, you must review the topics and consider your ability to meet these specific government technology needs.

Please submit at least one of the following required documentation to complete your application: a CV/resume, technology description, patent, white paper, company capabilities statement, or other documentation that supports you and your team's technical qualifications to participate in the DOE's SBIR/STTR program. We MUST receive this documentation before we can process your application. While only ONE document is required, you may submit more than one type of documentation if so desired.

DOE Phase 0 Program will open on Nov 7.

System for Award Management (SAM) Registration is required to submit a DOE proposal. Please be aware that the backlog for registering for SAM is now beyond a month for new applicants. If you are planning to participate in the FY23 Release 2 DOE Phase 0 program and are not in SAM, you should start the registration process NOW.
